COP28: Expectations and Challenges

COP28 will be taking place in Dubai, UAE, from today until the 12th of December 2023. As the world wrestles with the climate crisis, exemplified by the recent extreme weather, from flooding in Pakistan to heatwaves across North America, all eyes are on COP28. It presents an opportunity for the UK to demonstrate leadership in the face of the climate crisis, particularly in the wake of an arguable backtrack on sustainability targets, as seen in the recent decisions to push back the ban on the sale of new non-electric cars, and the watering down of the ban on the sale of fossil-fuel boilers.

Expectations for COP28

The UK is seen as a leader in climate action globally and is thus expected to play a focal role in shaping the outcomes of the conference. Specifically, the UK is expected to:

  • Strengthen previous commitments to targets: the Government has set ambitious goals, such as Net-Zero emissions by 2050, and the reduction of greenhouse gas emissions by 68% by 2030 compared to 1990 levels. COP28 provides the perfect opportunity for the Government to reestablish its commitments and encourage other leaders to follow suit.
  • Support further climate finance: The government recognises the crucial role of climate finance in supporting developing countries in their climate mitigation and adaptation efforts. At COP28, the UK can champion the mobilisation of adequate financial resources to help developing nations transition to a low-carbon economy and build resilience against the impacts of climate change.
  • Advocate for a just transition: The UK is committed to ensuring a fair and equitable transition to a low-carbon economy, protecting livelihoods, and supporting workers affected by the shift away from fossil fuels. At COP28, the UK can advocate for a just transition framework that considers the specific needs of developing countries and vulnerable communities.

Challenges

While expectations are high, COP28 will not be without its challenges for the UK. The geopolitical landscape remains complex, with ongoing conflicts and economic uncertainties. Moreover, bridging the gap between developed and developing countries on climate finance and loss and damage remains a significant hurdle.

The UK may also struggle to balance domestic and international priorities. The government will need to carefully balance its domestic climate commitments with its international responsibilities as a leading climate actor. This may involve reconciling competing interests between different sectors of the economy, such as energy, agriculture, and transport.

Furthermore, climate change remains a complex issue in the UK, meaning there is a risk of public scepticism and apathy hindering climate action. Government will need to effectively communicate the urgency and importance of climate action, engaging with the public and addressing their concerns.
